SCOPE AND CONTENT NOTE

PRE-SENATORIAL PAPERS
This section of the William Langer Papers date from 1900-1941 and encompass Langer's life and career before he entered the United States Senate. Included are materials related to Langer's service as the State's Attorney for Morton County, the North Dakota Attorney General, and the Governor of North Dakota. The majority of the material is correspondence, although newspaper clippings, legal documents and job applications are among the other types of documents found. Some of the subjects include Langer's wheat embargo and farm moratorium, as well as North Dakota's response to the Great Depression. Material related to Langer's 1934 trial for campaign fundraising violations is also included.

  18. Miscellaneous Political File--For the year 1916. Miscellaneous, largely contains campaign materials such as advertisement and biographies of Langer as well as names of numerous political co-workers.
  19. Miscellaneous File--Miscellaneous folder contains unrelated material which is either unreadable or incomplete. Also torn and damaged letters of little or no importance.

  10. Legal Political File--Correspondence between Langer and William Blake of State Humane Society in regard to the problem of young children, orphans, etc., 1914-1916. Mr. Blake seems to be a much-admired person by Langer. Killed in an automobile accident, July 25, 1917.
  11. Legal Political File--This contains the bulk of Langer's correspondence while he was State's Attorney of Morton County. An extremely big operation. Most certainly had political overtones. Most remaining folders contain letters dealing with Langer's strong action against parents not sending their children to school, and against school boards for not providing the basic needs for teachers, pupils, and schools. The period following Langer's unsuccessful bid for Governor, his debates with Townley and the publication of his book terminate one section the Langer papers. Starting somewhere in 1920 or a little later, up until 1932, the Langer papers are not complete. Much was destroyed by poor storage. Another sizable amount of correspondence, the legal correspondence of the law firm of Langer-Nuchols, will follow in subsequent boxes. At times, a strict chronological order box by box will be broken in order to preserve scattered long term plans of Langer during this period.

It is important to note that aside from an abortive attempt to become Attorney General in 1928 Langer is out of public office from 1920 until he becomes Governor in 1932. Yet, Langer's election to the Governorship in 1932 reveals a strong political machine which grew and was nourished during this period of official political hibernation.
