|Medical School fully reaccredited|
The School of Medicine and Health Sciences was fully reaccredited recently, receiving praise for its dean, faculty and curriculum.
The Liaison Committee on Medical Education voted to reaccredit the UND medical school for eight years. The committee listed several areas of institutional strength at the school including the “vision and energy of Dean H. David Wilson” in implementing the Patient Centered Learning (PCL) curriculum at the school.
“PCL is innovative and prepares students exceptionally well for their clinical (third and fourth years) education and the practice of medicine,” the committee’s letter to UND President Charles Kupchella said.
UND’s PCL curriculum teaches medical students using real patient cases, where lectures, labs and small group work help the students learn the basic sciences behind the patient’s condition and others like it.
The committee also cited the “commitment and cooperative spirit of the volunteer faculty.” More than 900 clinical faculty members serve on a part-time or voluntary basis teaching medical students in 30 communities throughout the state during their third and fourth years of medical school.
In addition, the school’s rural opportunities in medical education was said to “help address the state’s physician workforce needs in rural areas” and that it “provides students with excellent opportunities for education in rural communities.” The committee also applauded the medical school’s focused and self-sustaining research program for its growth and strength saying it is “a model for community-based medical schools.” The Indians into Medicine program was also commended stating it has “a well deserved national reputation” while the school’s Clinical Education Center is a “model” for “clinical skills learning, assessment and improvement.”
"We are very pleased our medical education program has earned this extraordinary vote of confidence from the accreditation body for all medical schools in the nation," said Kupchella.
“I am so proud of all the great work that our administrators, faculty, staff and students do here every day,” said Wilson. “Our full reaccredidation shows that this small medical school has big ideas that produce great results.”
“This is by far the best evaluation the UND medical school has had,” said Associate Dean for Administration and Finance Randy Eken, who has been with the school for more than 25 years.
Accreditation is an evaluation that determines whether an institution meets established standards while encouraging improvement. The process includes gathering school information to submit to the committee, conducting a self-study and a several-day site visit when several members of the committee visit the school.
The U.S. Department of Education authorizes the LCME for accreditation of all programs of medical education leading to the Doctor of Medicine degree in the United States. Only accredited medical schools receive federal grants, and only students who graduate from accredited schools are accepted into accredited residency programs and may be licensed to practice medicine.

|Schultz receives grant to increase UAV video resolution|
Richard Schultz, associate professor and chair of electrical engineering, was awarded $457,985 from the U.S. Army Research Office for a three-year project to develop higher resolution techniques that sharpen video captured by Unmanned Aerial Vehicles (UAVs) and to help with automatic target recognition and tracking.
The project is titled “Real-Time Super-Resolution ATR of UAV-Based Reconnaissance and Surveillance Imagery.” UAVs are robotic airplanes used for military and homeland security intelligence gathering, especially to capture surveillance images and to relay communications from point-to-point. Dr. Schultz’s research project is dedicated to image processing and analysis, in order to see details more sharply in video captured by UAV imaging payloads and to help with automatic target recognition (ATR) and tracking.
In movies about national security such as Patriot Games and Enemy of the State, it seems rather easy to zoom in on people, buildings, and vehicles found in satellite and airborne surveillance images. However, if you use the magnification tool found in any image processing software package to zoom in on a picture from your digital camera, you will see just how blocky the pixels really are. By exploiting the movement between multiple frames in a video sequence, it is possible to extract extra details from digital video frames that are not visible within any single digital camera picture. The movement of the UAV payload imager with respect to the ground can be exploited in this very same manner to enhance surveillance and reconnaissance video footage.
From a more technical viewpoint, this DEPSCoR award to the University will investigate feature-domain super-resolution image reconstruction with model-based constraints as a robust and real-time automatic target recognition algorithm for reconnaissance and surveillance imagery captured by airborne sensors flown by Unmanned Aerial Vehicles. Pixel-domain super-resolution is capable of extracting additional visual details from electro-optical (EO) and infrared (IR) video feeds that are not observable in any one frame through the integration of several frames registered with respect to a target-of-interest. However, super-resolution algorithms that rely on pixel-domain constraints are generally unsuitable for ATR because they are severely limited in magnification power, highly computational, and extremely sensitive to clutter, occlusions, noise, and registration errors. To overcome these limitations, model-based constraints will be generated by projecting CAD models and digital images of known military targets under surveillance, such as aircraft, armored personnel carriers, and combat vehicles, into a much lower-dimensional “target-space” using principal components analysis. By utilizing these “eigentargets,” super-resolution carried out in this low-dimensional feature-domain will be capable of quickly detecting and identifying a target that appears in only a small fraction of pixels within several video frames, as well as magnifying the visual data by much greater than 10x.
In March 2006, the Department of Defense announced that a total of $11.5 million would be awarded to 22 academic institutions in 17 states through the FY2006 Defense Experimental Program to Stimulate Competitive Research (DEPSCoR), specifically to perform research in science and engineering fields important to national defense. Twenty-five projects were competitively selected under the FY2006 DEPSCoR program, which is designed to expand research opportunities in states that have traditionally received the least amount of federal support for university research. Academic researchers in Alaska, Arkansas, Delaware, Hawaii, Idaho, Kansas, Kentucky, Maine, Montana, New Hampshire, Nebraska, Nevada, North Dakota, Oklahoma, Puerto Rico, Rhode Island, South Carolina, South Dakota, Tennessee, the U.S. Virgin Islands, Vermont, West Virginia, and Wyoming were eligible to receive awards under this competition. The Air Force Office of Scientific Research, the Army Research Office, and the Office of Naval Research solicited proposals using a defense-wide Broad Agency Announcement. The announcement was published on the Internet and accessed by the DEPSCoR state committees, which solicited and selected projects for each state’s proposal. In response, 21 state proposal packages consisting of 103 projects were submitted, requesting approximately $55 million.

This workshop is required by state fleet for all UND employees who drive state vehicles on a regular (monthly) basis, received a traffic violation, or had an accident while operating a state vehicle. |Surface and Ground Water Engineering Camp planned for grades 5-8|
The Dakota Science Center will sponsor a Surface and Ground Water Engineering Camp Tuesday and Wednesday, July 18-19, from 9 a.m. to 3 p.m. at the School of Engineering and Mines for children in grades 5-8. Cost is $40.
The camp will include field trips to an underground acquifer, ground water and wasterwater treatment plants, an irrigation pivot, and laboratory activities.

|Faculty sought for New Student Welcome Weekend|
Faculty are asked to volunteer for small group discussions to serve incoming students during Fall 2006 Welcome Weekend. This is a great opportunity (alongside a well-trained Student Ambassador) to facilitate a small group discussion with incoming new students on the Saturday before fall classes begin. Together, you'll answer questions regarding academics, UND and college life in general. This is an opportunity for faculty to impact the academic experiences of new students -- providing general academic direction by setting helpful expectations that will guide students through the first steps of their UND education. |New facilities and administrative rates set for sponsored programs|
UND has negotiated a new F&A rate agreement for sponsored programs effective retroactive to July 1, 2005. Following are the rates that should be used immediately for new competing proposals:
Research on-campus, 35.00%
EERC on-campus, 50.00%
Other sponsored projects on-campus, 31.40%
Other sponsored projects off-campus, 26.00%
The University will make the following changes for FY06 for research awards received with a begin date after July 1, 2005. Grants and Contracts Administration staff will manually adjust the F&A expenditures downward to reflect the negotiated 35 percent rate vs. the provisional rate of 39.60 percent. The new rate of 35.00 percent will be input into the system and F&A will calculate at that rate going forward. This will have no effect on supplements and add-ons to awards that began before July 1, 2005.
For awards classified as other sponsored projects with a begin date of July 1, 2005, the University will leave the rate at 30.00 percent for FY06. Effective July 1, 2006 the 31.40 percent rate will be charged on these awards.

|NIH has changed electronic grant application forms|
To provide greater consistency between forms and align forms with current policy, the standard SF424 (R&R) and agency-specific PHS 398 components used for electronic submission of grant applications have been changed as follows:
• Four new sections added to the PHS 398 Research Plan: Inclusion Enrollment Report and Progress Report Publication List (previously part of section 4) are separate attachments; Preliminary Studies/Progress Report are separate sections (to avoid being counted in page limit); new sections were added for Select Agent Research and Multiple PI Leadership Plan. Previous sections have been renumbered. The Data and Safety Monitoring section has been eliminated from the Research Plan Component, and is a subtopic within section 8, Protection of Human Subjects.
• The itemized list of policies, assurances, and certifications has been removed from the PHS 398 checklist; applicants are instructed to consult a web site.
• State Code List has been updated to include U.S. possessions, territories, military codes.
• Address field for province has been added.
• Enumeration values containing abbreviations and full descriptions have been standardized with a format of abbreviation, colon space, full description (e.g. AK: Alaska).
• Type of applicant pick-list expanded (SF424 (R&R) cover component field 7).
• Field length adjustments have been made to: congressional district; employer identification (EIN/TIN, note the agency-specific instruction has been revised to request the full 12-digit number be entered if one has been established for grant awards); organization name; opportunity ID; and competition ID.
• Grants.gov form hover text has been updated
Forms changes will be included in all new Funding Opportunity Announcements (FOAs) NIH/AHRQ posts. Over the next few months, NIH/AHRQ will update existing FOAs that use older forms and are open for multiple receipt dates. Until all FOAs are modified to use new forms, two form packages and associated application instructions will be maintained/supported.
The forms update plan and its affect on applicants is:
• For new FOAs (release/posted date after June 15), the application package attached to the FOA will contain the new forms and application guide; that form/guide MUST be used.
• For older FOAs (release/posted date before June 15):
- FOAs with a single receipt date (typically NIH/AHRQ RFAs and PARs) will be evaluated and, in most cases, allowed to close with no change to the form package.
- For older FOAs with multiple receipt dates, pay close attention to the form set used to create the application package. NIH is targeting July 5-15 to update older FOAs for the R03, R15, R21, R21/R33, R33 and R34 grant programs and September 9-15 to update older FOAs for the R43/R44 and R13/U13 grant programs with new form packages. Once new form packages are in place for an FOA, the old form package will not be accepted; applications “in the works” must be moved to the new form package. Updates have been timed to occur well in advance of the next standard receipt date of each program.
• To assist you in identifying the form version used to create an application package, NIH/AHRQ will populate the competition ID (which appears at the top of the page when you open an application package with the PureEdge viewer) of new forms packages with the label “Version 2 Forms”; the appropriate application guides will be labeled version 1 and version 2 on the cover page/within footers.
• For a short period of time, both old and new form packages will be available for download. Whenever there is a choice, the package labeled “Version 2 Forms” in the competition ID field should be used. To help in the transition, NIH will develop a splash screen to alert users to select the version 2 package. However, the splash screen only will be visible when using the download button from within the NIH Guide FOA.
The NIH Guide for Grants and Contracts, NIH Electronic Submission of Grant Applications web site and eSubmission listservs will be used as primary communication channels for these activities. Additional notices will be sent when updates take place. When changes are made to the FOAs, anyone subscribed to receive notification of changes will receive an automated email from Grants.gov.

|Wilkerson Hall patio construction to begin this week|
Work on the Wilkerson Hall front entrance patio will begin this week and continue until the first week of August. Final plans call for the new entrance patio to include picnic tables, benches and bike pads. During construction, the front entrance will be closed. To access the building, please use the west door. |Carnegie funding available for research on Islam and Muslim communities|
The Carnegie Scholars Program provides direct support to innovative individuals whose research will extend understanding of issues related to intellectual and policy developments in Islam and Muslim communities. The corporation is seeking to support scholars who will pursue new scholarship on issues such as, but not limited to, the following: Islam's relationship with international law, science, banking, property, democracy, pluralism or tolerance, the role and rights of women in Muslim societies, the structure and status of Muslim communities in the U.S., the appeal of Islam, and historical and modern interpretations of jihad. The corporation is especially seeking to support promising individuals who demonstrate the capacity to communicate their findings beyond the scholarly community to the public and to policymakers. |Items requested for "Kreature Komfort Kare Kits"|
The Introduction to Women Studies students at UND are currently working on a project named "Kreature Komfort Kare Kits," a feel-good project to show support for the female soldiers from the North Dakota Army National Guard 188th ADA currently serving in Afghanistan. The students are collecting donations of new products such as shampoo, manicure and pedicure items, stationery, hard candy, towels, spa style items, etc., to be put into care kits that will be shipped to the soldiers throughout the remainder of the summer.
Items may be left in the drop boxes at the volunteer services and programming office at 113-A, Memorial Union or off campus at JB Hair and Nail Salon, 220 Fourth St. N. in Grand Forks.
